    The treaty of Lisbon and European Union trade policy: A political-economic analysis.

    This paper presents a game-theoretical analysis of European Union (EU) trade policy and the Lisbon Treaty’s impact on it. Specifically, it develops spatial models of the EU’s international trade negotiations process, and analyzes the European Parliament’s increased involvement in it as a result of the introduction of the Parliamentary consent requirement for international trade agreements. We find that the Council’s right to set a negotiating mandate in trade negotiations is equivalent to an amendment right, and that the Commission’s right to propose a negotiating mandate to the Council is comparable to a monopoly proposal right in the negotiation process with the trade partner. We further conclude that the Parliament’s enhanced role limits the Commission’s ability to set policy and conclude negotiations. Even though it represents a domestic constraint for the Commission, the Parliament’s involvement does not reinforce the Commission’s bargaining position in international negotiations. The Commission can use the negotiating mandate to improve its bargaining position instead.

    The role of oversight committees in closed rule legislation.

    We formulate a game-theoretical model of closed rule legislation in the presence of informational asymmetries. In the model an agenda setter with private information proposes a policy to a legislature. The legislature appoints an oversight committee to monitor the agenda setter. We study the rationale for this appointment, and analyze the equilibrium oversight committee member choices for the legislators. We conclude that it is optimal for the legislators to appoint oversight committee members who are as far from them as is the agenda setter, but in the opposite direction, rather than do the monitoring themselves. The appointment of such oversight committee members represents a credible means for the legislators to commit to reject proposals that they only marginally prefer to the status quo.european union; trade policy; delegation; oversight; asymmetric information;

    Not only the butterflies: managing ants on road verges to benefit Phengaris (Maculinea) butterflies

    Obligate myrmecophilic butterfly species, such as Phengaris (Maculinea) teleius and P. nausithous, have narrow habitat requirements. Living as a caterpillar in the nests of the ant species Myrmica scabrinodis and M. rubra, respectively, they can only survive on sites with both host ants and the host plant Great Burnet Sanguisorba officinalis. After having been reintroduced into a nature reserve in the Netherlands in 1990, both butterfly species expanded their distribution to linear landscape elements such as road verges and ditch edges outside this reserve. As additional habitat of both butterfly species, vegetation management of these landscape elements became important. Our results show that a management beneficial for Phengaris butterflies should aim to increase the nest density of Myrmica species, at the same time reducing the density of nests of the competitor Lasius niger or at least keeping them at a low density. Unfavourable grassland management under which L. niger thrives, includes not mowing or flail-cutting the grass, or depositing dredgings along the side of the ditch. Management favourable for the two Myrmica species differs, demanding some flexibility if both species are to benefit. M. scabrinodis is best supported with early mowing of the road verge vegetation or late mowing in the nature reserve, both of which result in an open vegetation and warm microclimate. In contrast, the nest sites of M. rubra should be left undisturbed during the summer, and mown in late autumn. Mowing of butterfly habitat should be avoided between mid-June and mid-September as this would remove the flowerheads of the Sanguisorba plants, on which the butterflies lay their eggs

    Soil ecotoxicology: state of the art and future directions.

    Abstract. Developments in soil ecotoxicology started with observations on pesticide effects on soil invertebrates in the 1960s. To support the risk assessment of chemicals, in the 1980s and 1990s development of toxicity tests was the main issue, including single species tests and also more realistic test systems like model ecosystems and field tests focusing on structural and functional endpoints. In the mean time, awareness grew about issues like bioavailability and routes of exposure, while biochemical endpoints (biomarkers) were proposed as sensitive and potential early-warning tools. In recent years, interactions between different chemicals (mixture toxicity) and between chemical and other stressors attracted scientific interest. With the development of molecular biology, omics tools are gaining increasing interest, while the ecological relevance of exposure and effects is translating into concepts like (chemical) stress ecology, ecological vulnerability and trait-based approaches. This contribution addresses historical developments and focuses on current issues in soil ecotoxicology. It is concluded that soil ecotoxicological risk assessment would benefit from extending the available battery of toxicity tests by including e.g. isopods, by paying more attention to exposure, bioavailability and toxicokinetics, and by developing more insight into the ecology of soil organisms to support better understanding of exposure and long-term consequences of chemical exposure at the individual, population and community level. Ecotoxicogenomics tools may also be helpful in this, but will require considerable further research before they can be applied in the practice of soil ecotoxicological risk assessment
